A Request for Proposal (RFP) for a General Contractor (GC) for a landmark building project seeks qualified General Contractors (GC’s) to bid on the rehabilitation. The Byrd Theatre Foundation, a 501(c)(3) not-for-profit organization is seeking detailed proposals covering scope, schedule, cost, team, and experience, for a historic landmark cinema, requiring clear evaluation criteria for selection. Note, the property is open to the public and operational at this time and has a full-time historic preservation project manager on staff overseeing the project who is the contact for the proposed General Contractor.

I.     Introduction & Project Overview

    1. Project Name: The Byrd Theatre Restoration/Construction Project.
    2. Location: 2908 W. Cary Street, Richmond, VA 23221
    3. Owner/Issuing Entity:The Byrd Theatre Foundation, Richmond, Virginia.
    4. Project Goal:

The Byrd Theatre is a landmark building with both national and state historic status and will work to The Secretary of the Interior’s Standards for the Treatment of Historic Properties. These are the most commonly accepted national standards of good preservation practice. The Byrd Theatre is a historic cinema with a century-old tradition of both historic and modern projection. As such, it is important to preserve surviving period equipment as well as the period interior and exterior architectural features. This will be a historic tax credit eligible project (federal and state programs).

II.    Scope of Work (SOW)

  1. Detailed Description (see Appendix I for more details):

The Byrd Theatre Foundation has completed the initial planning phase for the rehabilitation that will include upgrading the systems and the repair and restoration of historic architectural features and finishes in both the exterior and interior. The goals of the project are:

    1. Preserve the landmark building in line with the guidelines of the Secretary of the Interior’s Standards for the Treatment of Historic Properties in line with federal and state historic tax credit (htc) expectations;
    2. Enhance overall patron experience, including improved accessibility, acoustics, and facilities;
    3. Modernize building mechanical, electrical, and plumbing systems where possible and as needed while retaining all original 1928 features, fixtures, and fittings;
    4. Execute lasting structural improvements to secure building longevity and functionality as a cinema;
    5. Ideally complete the façade work first in time for the 100th anniversary on December 24th, 2028.

Potential Projects List – January 2026 with Phases I, II, and III

The Phase I Façade is necessary to commence in 2026 for completion by 2028 100th Anniversary celebrations. Individual sequence of work to be determined in agreement with the Byrd Theatre Foundation general contractor and approved subcontractors and vendors. Note: The Byrd Theatre is to remain operational for programming and events as much as possible throughout planned rehabilitation work TBD.

As a landmark building and a preservation project complying with the Secretary of the Interior’s Standards, all original fixtures, fittings, and elements will be retained and rehabilitated for the completed project.

  1. Façade PHASE I
    1. Restore 1928 Bishop designed Neo-classical Pressed Copper Marquee.
      1. Marquee Decorative Metal Cornice, Decorative Metal Ceiling Panels, etc., Electric ceiling lights, decorative metal soffit, cross elements, etc.: Conserve, restore, and refabricate missing elements of the existing 1928 decorative metalwork. Work with W. F. Norman and Co. reproduction metalwork or a custom fabricator TBD.
      2. Marquee Electronic Display: Add modern electronic alphanumeric marquee screens as agreed with VA DHR in April 2022; confirmed July 2024.
      3. Marquee Roof TBD (w/main roof?); address storm water run-off (add cast iron downspouts to connect under the concrete sidewalk with storm water drains details to be confirmed (ex. The Mosque, Richmond, VA solution).

Remove modern sheet metal cap from parapet and address masonry and mortar issues as needed. Finish to match earliest archival photographs. Clean all façade masonry.
